1.名称および事務局

本会は,横浜国立大学土木同窓会と称する。

2.事務局

事務局は,横浜国立大学土木工学教室(横浜市保土ケ谷区常盤台79-5)に置く。

3.目的

本会は会員相互の親睦を深め,その動静を明らかにすることを目的とする。以って,母校の発展に寄与する。

4.会員

本会は、以下の会員をもって構成する。

正会員:横浜国立大学学部土木系コースを卒業した者、および大学院土木系コースを修了した者

学生会員:横浜国立大学学部土木系コースに在籍する者、および正会員以外で大学院土木系コースに在籍する者

準会員:正会員以外で、横浜国立大学大学院土木系コースから博士の学位を得た者、学部土木系コースに在籍した者、および大学院土木系コースに在籍した者

特別会員:横浜国立大学土木工学教室の現職員、旧職員、および非常勤講師

以上の中で希望する者

正会員,準会員および特別会員(以下,「会員」という)は,別表1に定める年会費を納付するものとする。ただし,同表に定める終身会費を納付した会員は,当該年度以降の年会費の納付が免除される。また、特別会員のうち、65歳(注:定年に相当する年齢とした)を迎えたものについては、免除希望の申し出をもって、翌年以降の年会費の納入を免除する。

5.役員および任期

本会は,下記の役員を置く。役員の任期は3年間(8月1日から3年後の7月31日まで)とし,その任期満了の後でも,後任者が就任するまではその任にあたる。中途就任した者の任期は前任者の残任期間とする。なお,1年毎に理事の約1/3を入れ替える運用とし,再任は妨げないものとする。理事は,理事会において正会員より選出し,総会で承認を得るものとする。会長,副会長は,理事による互選とする。
(1)会長:1名

(3)理事:10〜15名
(4)監事:2名(会長が指名する)
(5)事務局長:1名(会長が指名する)
(6)顧問:若干名(理事会の承認を得て,必要に応じて選出することができる)
(7)学年幹事:各卒業年次につき,原則2名の正会員で構成する

6.役員の職務

役員の職務は次のとおりとする。
(1)会長:本会を代表し,会務を統括し,各会議の議長となる。
(2)副会長:会長を補佐し,会長に事故あるときはその職務を代行する。
(3)理事:各々担当する会務を分掌する。
(4)監事:会計事務を監査し,理事会及び総会に報告する。
(5)事務局長:会長の命により同窓会の事務を分掌する。
(6)顧問:会長の求めに応じ理事会に対し助言を行なう。
(7)学年幹事:事務局と連携して本会の事業の企画・推進を行うとともに,各学年の会員との連絡調整を図る。

7.会計及び監査

本会の運営は,年会費およびその他の収入をもって行う。会計年度は,毎年4月より翌年3月までとする。また,監事は本会の会計の執行状況を監査し,その結果を理事会に報告する。

8.事業

本会は,総会,理事会,幹事会を毎年開催する。また,会員名簿を管理するとともに会報を発行する。その他,本会の目的を達するために必要な事業を行う。

9.総会

総会は,本会の最高承認機関として,原則毎年1回,会長が理事会の承認を得て開催し,理事会の決議報告の承認を行う。総会の承認は,出席した正会員の過半数を必要とする。

10.理事会

理事会は,会長,副会長,理事,監事,事務局長及び顧問で組織し,本会の運営及び事業の実施に係る下記の事項を審議する。理事会の成立には,理事の1/2以上の出席またはメール審議参加を要し,議決は出席者またはメール審議参加者の1/2以上の賛成を必要とする。ただし,本人欠席の場合は,委任状によって評決を委任し出席とみなすことができる。

(2)年次計画の審議,承認
(3)総会への報告案件の決定
(4)その他の重要事項の審議,決定

11.幹事会

幹事会は,会長,副会長,理事,事務局長,学年幹事で組織し,本会の事業の企画・推進を行う。また,必要に応じて,監事,顧問が出席することができる。

12.支部

本会は、地域、職域に支部を設けることができる。

13.会則の変更

会則の変更は,理事会が提案し,総会の承認を経て発効する。

14.付則

本会則の施行についての規則は,理事会の議決を経て別に定める。

1.正会員、学生会員、および準会員に関する条文中の「横浜国立大学学部土木系コース」および「大学院土木系コース」には、以下の名称の組織を含む。

Article 1: Name of Association

The name of the Alumni Association shall be the Yokohama National University Civil Engineering Alumni Association.

Article 2: Office of Association

The Alumni Association of YNU Civil Engineers holds its office at the Department of Civil Engineering, Yokohama National University. (79-5 Tokiwadai Hodogaya-ku Yokohama)

Article 3: Objectives

The association aims to deepen friendship among alumni members, catching up each member’s updates, and thus contributing to sustainable development of the Civil Engineering Course at the Yokohama National University.

Article 4: Membership

The association offers the following membership categories to best serve its members:

Regular membership: For members who have graduated from the Undergraduate Course of Civil Engineering, Yokohama National University, and/or the Graduate Course of Civil Engineering, Yokohama National University.

Student membership: For students currently enrolled in the Undergraduate Course of Civil Engineering, Yokohama National University, and/or the Graduate Course of Civil Engineering, Yokohama National University.

Associate membership: For persons excluding regular members who have gotten Ph. D. degrees from the Graduate Course of Civil Engineering, and/or having once enrolled in the Undergraduate Course of Civil Engineering and/or Graduate Course of Civil Engineering.

Special membership: For current and onetime staffs and part-time lecturers at the Civil Engineering Course, Yokohama National University.

Regular Members, Associate Members and Special Members (hereinafter referred to as "Members") shall pay the annual membership dues specified in the appended table 1. However, members who pay the life membership dues specified in the column of the table do not need to pay annual dues after that year.
Special Members who have reached the age of 65 are exempt from payment of annual dues from the following year if they make a claim for payment exemption.

Article 5: Administrators and their terms of office

The association shall have the following administrators.
The term of office of the administrators shall be three years (from August 1 to July 31 of the third year), and even after the expiration of their term of office, they shall continue to serve until their successors assume office.
The term of office of those appointed in the middle of the term shall be the remaining term of their predecessors. Approximately one-third of the Directors shall be replaced every year, and reappointment shall not be precluded.
The Directors shall be elected by the Board of Directors from the regular members and approved by the General Assembly. The Chairman and Vice-Chairmen shall be elected by the Directors from among themselves.
(1) Chairman: 1
(2) Vice-Chairmen: 2
(3) Directors: 10 to 15
(4) Auditors: 2 (appointed by the Chairman)
(5) Secretary General: 1 (to be appointed by the Chairman)
(6) Advisors: a few (may be elected as needed with the approval of the Board of Directors)
(7) Class Coordinators: 2 per graduating year in principle, consisting of regular members.

Article 6: Duties of Administrators

The duties of the Administrators shall be as follows
(1) Chairman: The Chairman shall represent the association, manage the affairs of the association, and preside at each meeting.
(2) Vice-Chairmen: The Vice-Chairmen shall assist the Chairman and act for the Chairman in case the latter is unable to fulfill Chairman duties.
(3) Directors: oversee the affairs of the association for which they are responsible.
(4) Auditor: Audits the accounting affairs and reports to the Board of Directors Meeting and the General Assembly.
(5) Secretary General: The Secretary General shall take charge of the affairs of the Alumni Association by order of the Chairman.
(6) Advisor: Advises the Board of Directors at the request of the Chairman.
(7) Class Coordinators: They plan and promote the Society's projects in cooperation with the Secretariat, and liaise and coordinate with the members of each grade.

Article 7: Accounting and Auditing

The association shall hold a board meeting in May and the general assembly every year.
Membership dues and other incomes shall be allotted to running the association’s activity.
Its fiscal year starts in April, and ends in March next year.
The Auditors shall audit the association’s accounting practices and report the results of their audit to the Board of Directors Meeting.

Article 8: Tasks

The association shall hold a General Meeting, Board of Directors Meeting, and Class Coordinators’ Meeting every year.
The association shall also maintain a membership list and publish an annual bulletin.
This association shall perform other necessary tasks to accomplish the objectives of the association.

Article 9: General Meeting

The General Meeting, as the highest decision-making body of the Association, shall, in principle, be convened once a year by the Chairman with the approval of the Board of Directors. It shall approve the resolutions reported by the Board. Approval by the General Meeting requires a majority vote of the regular members present.

Article 10: Board of Directors

The Board of Directors shall consist of the Chairman, Vice-Chairmen, Directors, Auditors, Secretary General, and Advisors, and shall deliberate on the following matters concerning the management of the task and the implementation of its task. For the establishment of the Board of Directors, attendance of 1/2 or more of the Directors or participation in deliberations by e-mail is required, and a vote by 1/2 or more of those present or participating in deliberations by e-mail is required. However, if meeting member is absent, its members may delegate a verdict by a letter of proxy and be deemed to be present at the meeting.
(1) Discussion and approval of the budget and financial statements
(2) Discussion and approval of the annual plan
(3) Determination of matters to be reported to the general meeting
(4) Discussion and decision on other important matters

Article 11: Class Coordinators Meeting

The Class Coordinators Meeting shall consist of the Chairman, Vice-chairmen, Directors, Secretary General, and Grade Secretaries, and shall plan and promote the task of the association.
The auditors and advisors may also attend the meetings as necessary.

Article 12: Branches

The association shall found domestic and/or international branches if necessary.

Article 13: Revision of the Regulation

The board shall revise the regulation as needed. The general assembly shall discuss and approve the revised regulation.

Article 14: Appendix

Unless otherwise specifically provided for in this Regulation, detailed implementation rules are provided for separately following approval by the board.

1. The “Undergraduate Course of Civil Engineering” and the “Graduate Course of Civil Engineering”, Yokohama National University in Article 3 have been provided by the followings:
