本会は横浜国立大学土木同窓会と称し，事務局は横浜国立大学土木工学教室に置く。

本会は会員相互の親睦を深め，その動静を明らかにすることを目的とする。以って，母校の発展に寄与する。

本会は、以下の会員をもって構成する。

正会員：横浜国立大学学部土木系コースを卒業した者、および大学院土木系コースを修了した者

学生会員：横浜国立大学学部土木系コースに在籍する者、および正会員以外で大学院土木系コースに在籍する者

準会員：正会員以外で、横浜国立大学大学院土木系コースから博士の学位を得た者、学部土木系コースに在籍した者、および大学院土木系コースに在籍した者

特別会員：横浜国立大学土木工学教室の現職員、旧職員、および非常勤講師

以上の中で希望する者

正会員，準会員および特別会員（以下，「会員」という）は，別表１に定める年会費を納付するものとする。ただし，同表に定める終身会費を納付した会員は，当該年度以降の年会費の納付が免除される。また、特別会員のうち、６５歳（注：定年に相当する年齢とした）を迎えたものについては、免除希望の申し出をもって、翌年以降の年会費の納入を免除する。

本会は、下記の役員を置く。会長、副会長の選出は、正会員、特別会員の中から役員会の推薦により選任し、総会で承認を得るものとする。
役員の任期は１年とし、再任は妨げない。

会長 ：１名
副会長 ：２名
幹事 ：各卒業年次ごとに、数名の正会員で構成する。
監事 ：２名（会長が指名する。） 事務局員：若干名（会長が指名する。）
顧問 ：若干名（必要に応じ選出することができる。）
その他：数名（会長が指名することができる。）

本会の運営は、年会費およびその他の収入をもって行う。
会計年度は、毎年４月より翌年３月までとする。

本会は、役員会を毎年５月に、また総会を毎年開催する。
会員名簿および会報を発行する。
その他、本会の目的を達するために必要な事業を行う。

役員会は会長が招集し、年次計画の策定を行う。また、必要に応じて臨時役員会の招集およびメール審議を行うことができる。
役員会の成立には、役員の１／２以上の出席またはメール審議参加を要し、議決は出席者またはメール審議参加者の１／２以上の賛成を必要とする。ただし、本人欠席の場合は、委任状によって評決を委任し出席とみなすことができる。

総会は会長が招集し、事業報告および役員会での議決の承認を行う。

本会は、地域、職域に支部を設けることができる。

会則の変更は、役員会が提案し、総会の承認を経て発効する。

本会則の施行についての規則は役員会の議決を経て別に定める。

The Alumni Association of YNU Civil Engineers holds its office at the Department of Civil Engineering, Yokohama National University.

The association aims to deepen friendship among alumni members, catching up each member’s updates, and thus contributing to sustainable development of the Civil Engineering Course at the Yokohama National University.

The association offers the following membership categories to best serve its members:

Regular membership: For members who have graduated from the Undergraduate Course of Civil Engineering, Yokohama National University, and/or the Graduate Course of Civil Engineering, Yokohama National University.

Student membership: For students currently enrolled in the Undergraduate Course of Civil Engineering, Yokohama National University, and/or the Graduate Course of Civil Engineering, Yokohama National University.

Associate membership: For persons excluding regular members who have gotten Ph. D. degrees from the Graduate Course of Civil Engineering, and/or having once enrolled in the Undergraduate Course of Civil Engineering and/or Graduate Course of Civil Engineering.

Special membership: For current and onetime staffs and part-time lecturers at the Civil Engineering Course, Yokohama National University.

Regular Members, Associate Members and Special Members (hereinafter referred to as "Members") shall pay the annual membership dues specified in the appended table 1. However, members who pay the life membership dues specified in the column of the table do not need to pay annual dues after that year.
Special Members who have reached the age of 65 are exempt from payment of annual dues from the following year if they make a claim for payment exemption.

The board of the association has the following composition:
Chairman and two vice-chairmen: They shall be appointed at the general assembly from the regular and/or special members with the endorsement of the board. Their term of office is one year. However, this shall not preclude him/her from being re-appointed.
Board members from each class regular members.
Officials appointed by the chairman
Two Auditors appointed by the chairman
Advisers appointed if necessary

Membership dues and other incomes shall be allotted to running the association’s activity.
Its fiscal year starts in April, and ends in March next year.

The association shall hold a board meeting in May and the general assembly every year.
This association shall publish the membership list and the annual bulletin once a year.
This association shall perform other necessary tasks to accomplish the objectives of the association.

The chairman of the association shall call the board meeting to finalize its annual plan and budget proposal. The chairman shall also call extra and/or mail meeting(s) if necessary.
The board shall have a quorum if a half of all board members are present. Any proposal shall be passed by a simple majority including the presence by proxy.

The chairman of the association calls the general assembly to discuss and approve the annual activity plan and budget plan.

The association shall found domestic and/or international branches if necessary.

The board shall revise the regulation as needed. The general assembly shall discuss and approve the revised regulation.

Unless otherwise specifically provided for in this Regulation, detailed implementation rules are provided for separately following approval by the board.
