研究目的

近年,大型台風,大地震,大雨・豪雨の頻度が増し,人や都市に甚大な被害をもたらしている.日本では自然災害に対して,これまで精力的な防災研究と対策が取られてきた.その結果,人的被害は全般的には減少したものの,都市への資産集中のために災害被害額は増加しており,新たな防災対策の必要性がある.
さらに,東日本大震災でも明らかとなったように,複雑なシステムの上に運用されている都市の社会基盤は,波及的被害(二次被害)も深刻であり,防災技術のみならず減災,被災後のシステムとしての機能保持,早期復旧の重要性が認識された.また,社会基盤が保持すべき安全性の考え方にも疑問を投げかけた.
 本研究拠点では,複雑かつ高度なシステムの上に成り立つ社会基盤の防災性,安全性に関して,自然外力特性,地域特性を踏まえた議論を行い,ハードとソフトの両面から自然災害に強い社会基盤システムの整備と持続的な運用に貢献することを目的とする.

 

Mission

Increasing the number and frequency of big typhoons, earthquakes and heavy rains recently, enormous damages have been caused to human and society. Large efforts for disaster prevention research and measures have been taken to natural disasters in Japan. As a result, human damages have decreased generally while the financial damages have increased due to the concentration of assets in cities. New measures are necessary. The Great East-Japan Earthquake in 2011 and big typhoons attacking Tokyo areas in 2019 have made clear that not only direct damages but also secondary damages are serious for urban infrastructures operated with complicated systems. Not only disaster prevention technologies but also importance of disaster risk reduction, system redundancy and early restoration after disasters was recognized. Besides, questions for the safety which infrastructures should retain have been raised. The Research Center for Disaster Mitigation investigates characteristics of environmental actions and regions in terms of redundancy and safety of infrastructures operated with highly complicated systems. The Center is aimed at contributing to construction and operation of infrastructure systems which are redundant to natural disasters from the viewpoint of both hard and soft aspects.
